Boards

Economic Development Authority Board

9 Members
4 year term

Meets Monthly
(Third Tuesday of each Month at 4:30 p.m.)

The Economic Development Authority (EDA) Board is charged with correcting and preventing deterioration of and promoting business growth and new development, reversing declining property values, improving the overall business climate, and increasing employment opportunities within the East and West Downtown Development Authority (DDA) Districts by implementing the adopted development and tax increment financing plans for each district in accordance with the applicable requirements of the Recodified Tax Increment Financing Act 57 of 2018. As part of this effort, the EDA Board also collaborates with the Middle Michigan Development Corporation (MMDC) and the Mt. Pleasant Area Convention and Visitors Bureau (CVB) on exploring economic development opportunities for the Districts.

Board of Review

3 Members
2 year term

Examines and reviews the assessment roll for the current year as prepared by the supervisor/assessor. Adds property, and the assessment and valuation of property. Hears taxpayer appeals. Endorses the completed assessment roll.

Zoning Board of Appeals

5 Members, 2 Alternates
3 year term

The Zoning Board of Appeals (ZBA) is a quasi-judicial body that is charged with holding hearings, reviewing, and acting on applications for variances from the Zoning Ordinance’s non-use requirements and standards, requests for interpretations of the Zoning Ordinance or Official Zoning Map, and other matters referred to it by the Zoning Ordinance or that it is required to pass under this Ordinance. The ZBA also hears and decides appeals from any order, decision, or determination made by an administrative official or body charged with enforcement of the Zoning Ordinance.

Construction/ Housing Board of Appeals

The Construction/Housing Board of Appeals is charged with holding hearings, reviewing, and make decisions on applications for appeals from State Construction Code or Township Housing Code requirements, based on a claim that the true intent of the code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of the code do not fully apply or an equally good or better form of construction is proposed.

The board shall not have authority to waive requirements of the applicable code.

Hannah’s Bark Park Advisory Board

2 Members from Township
2 year term

Considers written complaints about use, operation, maintenance, and/or conditions of Hannah's Bark Park and provides written recommendation to the Mt. Pleasant Parks and Recreation Commission, Mt. Pleasant City Commission and Township Board for consideration. May also recommend procedural rules.

Chippewa River District Library Board

4 year term

Provide citizen input concerning the policies, function, and future development of the Library and its branches in Shepherd, Winn, Blanchard, and Rosebush.

The Planning Commission is charged with preparing, reviewing, and updating the Township’s Master Plan and any sub-area plans for future land use and as a guide for future development under the authority of the Michigan Planning Enabling Act, Public Act 33 of 2008, as amended.

The Planning Commission also has responsibility for reviewing, holding hearings as needed, and taking action on applications for site plan, special use permit, rezoning, subdivision plat, and other development-related applications, and for reviewing and making recommendations to the Board of Trustees for certain types of public improvement projects.

Members of the planning commission are representatives of important segments of the community, in accordance with the major interests as they exist in the Township. The membership must also be representative of the entire geography of the Township to the extent practicable.

Cultural and Recreational Commission

Working with appointees of the CRC member governing bodies, develop cultural, educational and recreational facilities and programs for youth, families, and senior citizens of Isabella County, and to promote harmony amongst the County's culturally diverse community members.

Mid -Michigan Area Cable Consortium

2 Members

The Mid Michigan Area Cable Consortium (MacTV) oversees Cable Franchising activities for seven member communities, residents, non-profits, and schools in Isabella, Clare, and Gratiot Counties.

The Consortium provides staff and is responsible for the operation of Public, Government, and Education Access television channels in the three counties. The Consortium operates three studios located in Isabella, Clare, and Gratiot County. These studios are used to provide programming, training, equipment loaning, editing, studio programming, and support for member communities, residents, and volunteers to create a variety of programming.
